Kankakee County Voluntary Floodplain Buyout Program

Kankakee County is informing residents of an available 100% voluntary opportunity through the Flood Hazard Mitigation Program, an initiative supported by the Illinois Department of Natural Resources (IDNR) that assists property owners located in repetitive flood areas.

This program provides an option for eligible homeowners to pursue a voluntary property buyout if rebuilding in a high-risk flood zone is not the preferred path forward following the March 10 tornado. Kankakee County’s role is limited to ensuring residents are aware of all options that may be available to them as a result of floodplain considerations. Participation in the program is entirely at the discretion of the property owner.

“In the wake of the March 10 tornado, we understand that for some residents, rebuilding may not be the best option,” said Planning Department Director Delbert Skimerhorn. “Our goal is simply to make sure individuals are aware of every potential option available to them.”

While the application and review process is comprehensive and may take several months, the County is currently compiling a preliminary list of residents who are interested in receiving additional information. Residents who choose to begin the application process may withdraw from the program at any time.
