Many communities are yet to make decisions or announce their plans for trick or treating this year.  They may be wearing different types of masks, but some other communities in Illinois plan Halloween hours for trick-or-treaters, despite the pandemic. Some health officials sayHalloween isn’t canceled but people should expect some adjustments. A downstate city (Vandalia), finds officials leaving it up to residents on whether to participate. Others are are waiting for guidelines from state public health officials.
