Observers say winter temperatures are rising across the country.  Some of the biggest jumps are around the Great Lakes.  In Illinois, average daily temps in the winer season in the last 30 years have incrfeased 2.5 degrees, relative to about a century earlier.  Analysts point out several complex factors are at play in warming winters. If the trend continues, it could bring flooding and wreak havoc on human health and the economy.
