		<title>Heavy Rainfall Potential for Thursday through Friday</title>

			<content:encoded><![CDATA[<p></p><p>A powerful storm system will be moving out of the Plains overnight, and will begin to affect western Illinois by midday Thursday, spreading across the state by evening.  This system is expected to spread another round of very heavy rain across central and southeast Illinois. </p>
<p>Current projections indicate the potential for 2 to 4 inches east of a Rantoul to Taylorville line, and flash flood watches are in effect from this line southward across the remainder of the state. </p>
<p>Areas between the Illinois River and I-55 may see up to 2 inches of rain, with 1/2 to 1 inch northwest of the Illinois River.  However, there may be further refinements in these projections, as the latest computer models are analyzed.   The rain is expected to diminish from west to east across<br />
the state Friday night.  Along with the heavy rain, rather breezy conditions can be expected, with wind gusts to around 30 mph.</p>
<p>With this amount of rain on top of the already saturated soil from the last several days, runoff may lead to flash flooding.  The potential for clogged drains from falling leaves may also be a factor in the flooding potential.</p>

			<content:encoded><![CDATA[<p></p><p>TODAY:  A warm front lifting northward into central Illinois will trigger scattered showers and thunderstorms today (8/19).  While widespread severe weather is not anticipated, a few of the storms could produce marginally severe hail and gusty winds.  The storms will be most numerous during the afternoon hours across locations along and west of I-55&#8230;with lesser coverage further east and south.</p>
<p>TONIGHT: As an unseasonably deep upper-level low and associated cold front approach from the northwest, showers and thunderstorms will become widespread across central and southeast Illinois tonight.  Some of the storms may produce damaging wind gusts in excess of 60 mph&#8230;particularly across locations along and west of I-55.  However, the primary threat from the storms will be heavy rainfall.  1 to 2 inches of rain is expected, with locally higher amounts in stronger storms.  This rain falling on wet soils, could lead to flash-flooding in low-lying and poor drainage areas.</p>

<p>After experiencing the wettest year on record just last year the Chicago area is already off to a very wet start in 2009. Here are the top five wettest starts to the year up through March 10th in Chicago&#8230;</p>

1)  1999    7.84<br />
2)  2009    7.69<br />
3)  1985    7.36<br />
4)  1997    7.20<br />
5)  1975    7.07</p>
<p>Interestingly&#8230;last year wasnt even in the top ten yet! By March tenth 2008 Chicago had seen 6.10 inches of precipitation which ranked 13th wettest.</p>
<p>March 2009 is also off to a very wet start. Here are the top 5 wettest first 10 days of March&#8230;</p>

1)  1976    3.84<br />
2)  2009    3.14<br />
3)  1998    2.48<br />
4)  1985    2.42<br />
5)  1961    2.02</p>
<p>If no more precipitation falls the rest of the month&#8230;this March would already go down as the 24th wettest on record. The wettest March ever in Chicago was back in 1916 when 4.84 inches of precipitation fell. So March 2009 is only 1.71 inches from going down as the wettest on record.</p>
<p>In Rockford&#8230;2009 is also off to an unusually wet start. Here are the top 5 wettest starts to the year in Rockford through March 10th&#8230;</p>

<p>More than half of flood deaths occur in vehicles. Two feet of fast moving water can sweep vehicles&#8230;even a pickup or an suv&#8230;off the Road and into a flood swollen stream. Turn around&#8230;dont drown.</p>

<p>&#8230;Forecast flooding increased from minor to moderate severity&#8230;<br />
the Flood Warning continues for<br />
the Iroquois river at Iroquois.<br />
* Until further notice&#8230;or until the warning is cancelled.<br />
* At 245 am Wednesday the stage was 22.8 feet.<br />
* Minor flooding is occurring and moderate flooding is forecast.<br />
* Flood stage is 18.0 feet.<br />
* Forecast&#8230;the river will continue rising to near 24.3 feet by<br />

<p>As a National Weather Service reporting station, WGFA is looking for you!  Please call us at 815-401-4632.  Otherwise the National Weather Service is also looking for reporters for the Community Collaborative Rain, Hail and Snow Network, or CoCoRaHS.</p>
<p>Launched by Colorado State University in June 1998 as a community project in Fort Collins, the network expanded to include other Great Plains states in 2003 and, with a federal grant and help from the National Weather Service, went national in 2006. It now has more than 11,000 volunteer weather-watchers in 35 states &#8212; and is looking for more.</p>
<p>Kathy Vreeland, New York State coordinator for CoCoRaHS, said there are about 100 observers participating in the state now and she&#8217;s hoping to sign up many more from all parts of the state.</p>
<p>Vreeland, a climatologist at the Northeast Regional Climate Center at Cornell University, said CoCoRaHS is a nonprofit organization that stresses training and education and welcomes weather buffs of all ages and vocations.</p>
<p>Participants learn basic elements of scientific data collection as well as principles of weather, climate and hydrology, while providing useful data.</p>
<p>Volunteers enter data in an online database which is used by climate scientists to map regional rain patterns and provide information to organizations concerned about agriculture, flood control, drought response, mosquito control and other weather-related issues.</p>
<p>Participants must complete a training session either online or at a local site, and purchase a cylindrical rain gauge available from the network for $22 plus shipping.</p>
<p>&#8220;I already had a rain gauge, an automated electronic system, but they recommended that I use the manual one,&#8221; said Humphrey, a college meteorology student who also volunteers in other weather networks such as the National Weather Service&#8217;s Skywarn storm-tracker system. &#8220;I&#8217;ve found that the manual gauge is actually much more accurate than the electronic one.&#8221;</p>
<p>Bob Gaza, a meteorologist for the state Department of Environmental Conservation, has been providing weather information and forecasts to state agencies, emergency management officials, and the National Weather Service for many years. He also has been gathering precipitation data from a backyard weather station for 20 years for an eastern New York observers network, for which he writes monthly reports. This year, he signed on as a CoCoRaHS volunteer.</p>
<p>Why is another group of rain-reporters needed?</p>
<p>&#8220;It&#8217;s a very wise thing for the National Weather Service to do,&#8221; Gaza said. &#8220;My network only covers 10 counties in eastern New York. Theirs covers the whole United States. Setting up a cooperative network can be costly, but with CoCoRaHS, it&#8217;s all backyard volunteers. It&#8217;s a smart way to get a dense network across the United States, increasing the number of data points at very little cost to the Weather Service.&#8221;</p>
<p>The more locations measurements are recorded, the more accurate precipitation monitoring will be, Gaza said. Earlier this month, for example, the city of Rensselaer near Albany was flooded by heavy rainfall as thunderstorms moved across the state, while neighboring counties got little or no rain.</p>
<p>Data entered by each volunteer shows up as a point on the CoCoRaHS map, which can be zoomed-in on from a national to state to county level.</p>
<p>By 2010, CoCoRaHS hopes to have at least 20,000 participants.</p>

<p>When a tornado threatens&#8230;you may only have seconds to save yourself and your family. Have a preparedness plan for your home&#8230;<br />
school&#8230;and workplace. Know where to find the best tornado shelter.</p>
<p>In a home&#8230;go to the basement and get under the stairwell&#8230;or under a heavy piece of furniture. If there is no basement&#8230;go to an interior closet&#8230;Hall or bathroom on the lowest floor and stay away from windows. Cover your head with pillows or sofa cushions.</p>
<p>In schools&#8230;hospitals&#8230;churches and office buildings&#8230;go to small interior rooms or Halls on the lowest floor. Stay away from windows. Avoid large open areas with free span roofs such as gymnasiums and cafeterias.</p>
<p>In high rise buildings&#8230;it is not necessary to get to the lowest floor&#8230;but go to interior Halls&#8230;bathrooms or closets.</p>
<p>In shopping centers&#8230;avoid large open areas and glass. Seek shelter in bathrooms&#8230;small interior spaces and behind counters.<br />
Do not attempt to escape in your vehicle. </p>
<p>Abandon Mobile homes and vehicles for a nearby reinforced building. As a last resort lie flat in a ditch. Do not seek shelter under an overpass.</p>

As part of Severe Weather Preparedness Week (March 1-7), the Illinois Emergency Management Agency is asking Illinoisans to be prepared for floods and tornados.</p>
<p>IEMA spokeswoman Patti Thompson says that the chance of severe flooding is in the forecast this spring. Last year six people were killed in flood related incidents with millions of dollars of damage caused to homes, businesses and personal and public property. The National Weather Service says flooding is the number one weather-related killer in the U.S. with about 100 people loosing their lives in flood related incidents each year.</p>
<p>Tips on staying safe:</p>
<p>* Never attempt to drive over a flooded roadway.<br />
* Never let children play in or near flood waters.<br />
* Know how to shut off your home?s electricity and gas.<br />
* If advised to evacuate, do so quickly.<br />
* Avoid contact with flood waters.</p>
<p>As for tornados, those with basements or storm shelters should make sure they have flashlights with fresh batteries, basic necessities and a battery operated radio. Thompson says everyone should have a weather radio in their home.</p>
<p>There were 48 tornados reported in Illinois during 2008. While most tornados occur between April 1 and June 30, they can and have occurred in every month of the year. Nearly 30 percent of all tornados occur after dark.</p>

<p>This week marks the Severe Weather Preparedness week, and officials are warning people what to do in case a severe weather storm comes into the area.</p>
<p>The city wants its residents to select a shelter point at the lowest level inside of a house or apartment, preferably away from windows and doors.  It is important for families to have in plan in place in case of severe weather.</p>
<p>Having a type of emergency supply kit handy in the event severe weather lasts for a period of time including items such as a battery powered radio, flashlights, bottled water, and canned or sealed foods that could sustain a person for several hours.</p>

<p>The Flood Warning continues for the Kankakee River at Momence.<br />
* Until late Wednesday night&#8230;or until the warning is cancelled.<br />
* At  745 PM Monday the stage was 5.1 feet.<br />
* Minor flooding is occurring and minor flooding is forecast.<br />
* Flood stage is 5.0 feet.<br />
* Forecast&#8230;the river will continue to fall to below flood stage by Wednesday evening.<br />
* Impact&#8230;at 5.0 feet&#8230;some flooding begins to lowest areas along the river.</p>

<p>The Flood Warning continues for the Iroquois river near Foresman.<br />
* Until Friday morning&#8230;or until the warning is cancelled.<br />
* At  715 PM Monday the stage was 19.2 feet.<br />
* Minor flooding is occurring and minor flooding is forecast.<br />
* Flood stage is 18.0 feet.<br />
* Forecast&#8230;the river will continue rising to near 19.7 feet by Tuesday morning. The river will fall below flood stage early Friday morning.</p>

* Until Saturday afternoon&#8230;or until the warning is cancelled.<br />
* At  715 PM Monday the stage was 19.5 feet.<br />
* Minor flooding is occurring and minor flooding is forecast.<br />
* Flood stage is 18.0 feet.<br />
* Forecast&#8230;the river will continue rising to near 20.1 feet by Tuesday evening. The river will fall below flood stage Saturday morning.</p>

<p>The Flood Warning is cancelled for the Vermilion river at Danville.<br />
* At  645 PM Monday the stage was 17.9 feet.<br />
* Fell below flood stage at  556 PM Monday.<br />
* Flood stage is 18.0 feet.<br />
* Forecast&#8230;the river will continue to fall to 11.0 feet by Wednesday morning.</p>
